Police Officer Costume Toddler Boy was very complete. Hat, whistle, handcuffs, batons, etc. The quality for the money. My son had so much fun to wear. There was a small problem with the shipment and the box was opened somewhere along the line. We knew if we had all the pieces. When we contacted the company that sent us all the parts no questions asked and we had the next day. Excellent customer service.
